holster for open carry?

I am looking at holsters, and since I usually wear gym shorts/pants, belt type holsters will not work for me. So I was thinking about getting a shoulder holster. I do not have a permit and live in TN. If I take my gun and ammo out but still wear the shoulder holster, will that cause a problem? Or what about if I come home from the shooting range and my neighbors see my shoulder holster without the gun, problem?If you wear one to the range, every time you holster or draw your handgun you will...
