The best I have “used” is the old Galco Deep Cover (I think they have a new name for it now). I liked it because it was stiff enough to stay open, and I could tuck in my shirt over top of it. I had the old style with the plastic belt clip, but not the J hook. I think all the new ones have the J hook. I actually used one designed for the G26/27 to fit a model 23. It worked well, despite the little bit of muzzle sticking out the bottom.
Now, the one I want is made of thin kydex, positively locks the pistol, and is molded to cover the muzzle of the 23 or any variant, and can even be made to accommodate the underbarrel light. It has either a J hook or strongly-snapped belt loops (changeable with a screw) both of which allow tucking in the shirt over it. This is about a $50-60 holster, but I want it.
Otherwise, I’ve had a whole lot of success with a DeSantis belly band, worn strong-side at waist level, so the drawstring or belt actually holds the pistol in place. The belly band is great because I wear sweats or drawstring shorts 99% of the time when I’m not working, but it is almost impossible to reholster while wearing. That’s a major drawback, but still well worth it. It is tight, but not uncomfortably so, features a pull off velcro retention strap, and a holster, wallet or mag pouch and cuff pouch stitched into the two-ply band. I have also successfully worn it under both business casual and dress clothing, where the belt holds it tight against me, as the drawstring would in leisure wear. They’re about $40.
